Validating servers (and workstations) is done by creating a profile of what a server (or workstation) should look like both hardware and software. Management buys off on this. You then compare that to the servers (and workstations) you have and note where they differ. You present your report and recommendations to management. Change control is essential; in a large environment with several admins change control is what lets everyone know what's going on.
